Man arrested for bomb at Texas abortion clinic Fri Apr 27, 2007 8:23PM EDT
AUSTIN, Texas (Reuters) - A 27-year-old Austin man was arrested on Friday and charged with placing an unexploded bomb containing some 2,000 nails outside an abortion clinic in the state's capital.
The explosive device also included a propane tank and a mechanism "akin to a rocket," Austin Police Commander David Carter said.
The device was discovered on Wednesday in the parking lot of the Austin Women's Health Center, police said.
The Texas Joint Terrorism Task Force -- made up of federal, state and local law enforcement authorities -- arrested Paul Ross Evans, who authorities said was on parole for an unspecified crime.
Evans was charged with violating federal laws banning the manufacture of explosives and interfering with access to an abortion clinic. He appeared before a federal magistrate, and was being held without bail.
No further arrests were anticipated in the case. "The threat is over," Carter said.
A robot was used to disarm the bomb after the unmarked clinic building and an apartment complex were evacuated, police said on Thursday.
This was the first bombing attempt this year at an abortion clinic, according to the National Abortion Federation, which tracks violence against abortion providers.
Four incidents of attempted bombing or arson were reported in 2006, the NAF said. More than 40 abortion clinic bombings have occurred since 1977, with the last reported in 2001.

1. MEETING WITH SPECIAL GUEST THIS TUESDAY 2/27 AT 9 PM IN 568 LERNER HALL Please join us for a special meeting this week with Joanna Mishtal to hear her presentation on abortion politics in contemporary Poland.
Since the fall of state socialism in 1989, accessing reproductive health services became a major concern for women in Poland. In 1989 the Polish postsocialist state adopted Catholic discourse on reproduction in its health care policies, treating reproduction as a site of moral governance. Specifically, the postsocialist state, working in tandem with the Catholic Church, implemented a near-ban on abortion, restricted access to contraceptives, and eliminated sex education from schools. Mishtal’s analysis reveals the contradictions inherent in the notion of democratic state-building, suggesting that while Poland is seeking external legitimacy as an emerging modern democracy through EU membership and economic free market liberalism, its internal reproductive health policies are founded on less than democratic tenets.
Joanna Mishtal is the Ellertson Postdoctoral Fellow at Columbia University, Mailman School of Public Health, Department of Population and Family Planning. She has a Ph.D. in cultural anthropology from the University of Colorado at Boulder. Her dissertation research focuses on reproductive rights and policies in Eastern Europe and the European Union.
Specifically, she investigates the nature of the current democratization process in Poland, examining how the Catholic Church and the postsocialist state impact women’s body autonomy, and in particular women’s ability to determine (or not) their access to reproductive health services.

Thursday, January 25 at 7 p.m. in 304 Barnard Hall (located at 117th St. and Broadway)
In 1973, the Supreme Court decided the landmark reproductive rights case Roe v. Wade, in which they deemed abortion a fundamental and legal right under the United States Constitution. Yet thirty four years later, abortion rights have been increasingly curtailed through both state and federal legislation; in the last five years alone, the United States Congress passed into law the so-called Partial Birth Abortion ban, South Dakota's government banned abortion in nearly all circumstances, and pharmacists across the country are refusing to dispense birth control.
What role does Roe v. Wade play in the fight for reproductive rights in the 21st century? Should pro-choice activists place the majority of their focus on upholding Roe v. Wade, or is our energy better spent on other reproductive rights-related issues? These questions and many others will be addressed by filmmaker/producer/writer Jennifer Baumgardner, writer/columnist Katha Pollitt, and Planned Parenthood activist/organizer Anne Keenan. Preceding this discussion will be a screening of the documentary film Speak Out: I Had an Abortion, which explores the personal experiences of women who have had abortions and the ways in which there is still a "back room" of secrecy over abortion despite it being a legal entitlement today.
2. Flyering Party Monday 1/22 8pm Lerner lobby Come help SFC get the word out on campus about our Speak Out screening. We will be in the Lerner lobby in front of Cafe 212 with the flyers. BYOTape!

2. STAY PRO-CHOICE OVER WINTER BREAK Here are a few ways to continue your pro-choice activism over winter break: 1. Donate to a Pro-Choice organization as a holiday gift. NaralPro-Choice, Planned Parenthood, and the National Organization for Women all have donation options: www.naral.org; www.now.org; www.plannedparenthood.org/get-involved/donate. 2. Check out the sex-ed program in the high school in your home town and find out if they are teaching kids the facts about sex, contraception and responsibility, rather than just abstinence-only. 3. Ask your local pharmacy if they carry Emergency Contraception 4. Talk to you family and friends about the state of reproductive rights in the US. 5. Read a Pro-Choice book. 3. EC OVER THE COUNTER!!!
After the FDA's awesome decision back in August, Plan B will be available over the counter in drugstores this week for women over the age of 18. A few things you should know: Even though it's now OTC, Plan B will be located behind the counter. So don't walk around the pharmacy aisles for 15 minutes and give up when you don't see it--you will need to ask a pharmacist for it (this is because it's still prescription for under women 17 and under). If you feel uncomfortable saying what you want out loud cause there are eight people in line behind you getting a little rowdy, write it down on a slip of paper and hand it to the pharmacist. Or you can call ahead--that way you can ask the pharmacist any questions you have and can have him/her set it aside so when you go in, you can just say, "I'm Mary" and they'll know exactly what you want. Also, you don't need to have a scare to buy it--get a box now so you have it at home if you ever need it. If you had a condom break, or miss a pill, or have sex and realize you put your patch on late, take Plan B as soon as you can--it's way more effective the sooner it's taken. In the first day after unprotected sex, it's 89% effective, but even by day two, the risk of pregnancy doubles. Barnard Students can still get EC at a discount at Barnard Health Services and Columbia Students can also purchase EC at a discount (with Student ID) at Town Drug (113th and Amsterdam).
